Ontario Introduces New OINP Pathways for Skilled Workers in 2026

Canada Proposes Permanent Faster Work Permit Access for Asylum Claimants

Ontario has officially introduced a new pathway to permanent residence with the launch of the Ontario Workforce Priority Stream, marking the first phase of a major overhaul of the Ontario Immigrant Nominee Program (OINP).

The new stream, which came into effect on June 26, 2026, aims to better address Ontario’s labour market needs while creating more opportunities for skilled workers, essential workers, and healthcare professionals to become permanent residents.

What Is the Ontario Workforce Priority Stream?

The Ontario Workforce Priority Stream replaces several previous immigration pathways and introduces three new categories:

  • TEER 0–3 Pathway – Designed for workers in higher-skilled occupations.
  • TEER 4–5 Pathway – Created for workers in lower-skilled occupations experiencing labour shortages.
  • Self-Employed Physicians Pathway – For eligible physicians licensed in Ontario and able to bill through the Ontario Health Insurance Plan (OHIP).

Although these pathways are now active, applicants must wait until the OINP Expression of Interest (EOI) system reopens later this summer before submitting their profiles.

Key Eligibility Requirements

TEER 0–3 Pathway

Applicants must have:

  • A full-time, permanent job offer from an eligible Ontario employer.
  • Required English or French language proficiency (CLB 5 or CLB 6, depending on the occupation).
  • Relevant education and work experience or professional licensing.
  • Additional benefits are available for recent Ontario graduates.

TEER 4–5 Pathway

Candidates need:

  • A permanent full-time job offer in a TEER 4 or 5 occupation.
  • At least nine months of work experience with the same employer.
  • A secondary school diploma or equivalent.
  • Minimum CLB 4 language proficiency.

Self-Employed Physicians

Eligible physicians must:

  • Hold a valid Ontario medical licence.
  • Be in good standing with the College of Physicians and Surgeons of Ontario.
  • Be eligible to bill through OHIP.

Employer Requirements

Employers supporting applicants must meet several conditions, including:

  • Operating in Ontario for at least three years.
  • Meeting minimum annual revenue requirements.
  • Employing the required number of Canadian citizens or permanent residents.
  • Offering full-time, permanent positions that meet Ontario wage standards.

These requirements ensure that job offers are genuine and support Ontario’s workforce needs.

More Immigration Streams Coming Soon

Ontario has confirmed that this is only the first phase of its immigration reform. Additional streams expected in the future include:

  • Priority Healthcare Stream
  • Entrepreneur Stream
  • Exceptional Talent Stream

These upcoming pathways are expected to provide even more opportunities for skilled professionals, business owners, researchers, artists, and innovators.

What Applicants Should Do Now

While the new EOI system has not yet opened, prospective applicants should begin preparing by:

  • Reviewing eligibility requirements.
  • Gathering educational and employment documents.
  • Taking approved language tests if needed.
  • Working with employers to ensure job offers meet OINP standards.

Being prepared before the EOI system launches can improve your chances of receiving an invitation.

Final Thoughts

Ontario’s new Workforce Priority Stream represents one of the province’s biggest immigration reforms in recent years. By introducing targeted pathways for both high-skilled and essential workers, Ontario is making its immigration system more responsive to labour market demands while creating new opportunities for qualified foreign nationals.

If you plan to build your future in Ontario, now is the ideal time to understand these new pathways, prepare your application, and stay ready for the reopening of the OINP Expression of Interest system later this year.
