Changes to Pre-Removal Risk Assessment (PRRA) for the Nagorno-Karabakh Region of Azerbaijan

Ottawa, March 14, 2024—The ongoing situation in the Nagorno-Karabakh region of Azerbaijan raises concerns about potential risks for individuals returning to the area. In light of this, significant changes have been made to the pre-removal risk assessment (PRRA) process for individuals from this region.

Who is Eligible?

  • Individuals from the Nagorno-Karabakh region of Azerbaijan who received a negative final decision from the Immigration and Refugee Board of Canada or the Federal Court between March 15, 2023, and March 14, 2024, may now be eligible to apply for a PRRA.
  • Those who received a final PRRA decision from IRCC during the same period may also qualify to apply.

Special Circumstances

Under normal circumstances, individuals are not eligible to apply for a PRRA for 12 months following a negative decision. However, due to the specific situation in the Nagorno-Karabakh region, this restriction has been waived for the specified period.

Application Process

  • Eligible individuals will be informed by the Canada Border Services Agency if they can apply for a PRRA, provided they are currently subject to an enforceable removal order.
  • Applicants are responsible for keeping their PRRA application updated and informing IRCC of any changes.
  • It’s essential to note that being eligible for a PRRA does not guarantee a positive outcome. Each case will be assessed individually by IRCC officers based on the information provided.

Limitations

  • Individuals from the Nagorno-Karabakh region who receive a final negative decision after March 14, 2024, will not be eligible to apply for a PRRA for the following 12 months. This is because recent changes in country conditions would have been considered during the refugee claim or PRRA process.
