Saskatchewan introduces two new PNP pathways for skilled newcomers

On August 30, 2024, the Government of Saskatchewan announced a significant expansion of its Provincial Nominee Program (PNP) with the introduction of two new pathways under the Saskatchewan Immigrant Nominee Program (SINP). These new pathways are designed to address critical labor shortages in the healthcare and agriculture sectors, aligning the province’s immigration strategy with its current economic needs. This move reflects Saskatchewan’s commitment to growing its economy while ensuring that it remains a top destination for skilled newcomers.

The New Pathways: An Overview

  1. Agriculture Talent Pathway

Agriculture is a cornerstone of Saskatchewan’s economy. In 2023, the province exported over $3.2 billion in key crop products, underscoring the sector’s importance. To support this vital industry, the SINP has introduced the Agriculture Talent pathway. This stream aims to address the increasing demand for skilled labor in agriculture, which has been identified as a critical area for workforce development.

Eligibility Criteria for the Agriculture Talent Pathway:

  • Language Proficiency: Candidates must have a language score of at least Canadian Language Benchmark (CLB) 4. However, some employers or regulatory bodies might require higher scores.
  • Education: Applicants need to have completed secondary school (high school) or higher-level education.
  • Work Experience: Candidates must have at least one year of full-time work experience in their intended occupation within the past three years. Alternatively, six months (780 hours) of full-time work experience with an employer who has provided a Job Approval Letter (JAL) is acceptable. This experience does not need to be consecutive.
  • Intent to Reside: Applicants must attest to their intention to work and live in Saskatchewan.
  • Job Offer: Candidates must have a valid job offer for a permanent, full-time position in the agricultural sector in Saskatchewan. This job offer must be accompanied by a valid SINP Job Approval Letter, which the employer must obtain by registering with the SINP.
  1. Health Talent Pathway

Saskatchewan’s healthcare system is in urgent need of skilled professionals. The Health Talent Pathway has been established to streamline the recruitment process for healthcare workers and support the province’s Health Human Resources (HHR) action plan. This pathway aims to consolidate and streamline healthcare recruitment through the SINP.

Eligibility Criteria for the Health Talent Pathway:

  • Licensing Requirements: Candidates must be eligible for Saskatchewan licensing if applicable to their occupation.
  • Education: Applicants need to have post-secondary education relevant to their job offer. This includes a master’s or bachelor’s degree, a three-year degree from a university or college, or a diploma requiring two years at a post-secondary institution.
  • Intent to Reside: Applicants must confirm their intention to work and live in Saskatchewan.
  • Language Proficiency: For those not in the federal Express Entry pool, an English and/or French language score of at least CLB 5 is required. However, some employers or regulatory bodies may require higher scores.

Work Experience Requirements:

  • For Applicants Currently in Saskatchewan: Candidates must have worked for at least six months (780 hours) of full-time (30+ hours per week) in the job for which they have a Job Approval Letter. This experience does not need to be consecutive.
  • For Applicants Outside of Saskatchewan: Candidates must have at least one year of work experience in their occupation within the past five years.
  • For Express Entry Candidates: Those with profiles in the Express Entry pool need a valid Express Entry Profile Number and Job Seeker Code. They must also have a language score of CLB 7 or higher and one year of high-skilled work experience in their intended occupation within the last five years.

The Bigger Picture: SINP and Saskatchewan’s Immigration Landscape

In 2023, Saskatchewan welcomed 7,350 newcomers through the SINP. The province has been allocated 8,000 nominations for 2024, with expectations to grow to nearly 20,000 newcomers by the end of 2025, when the allocation is set to rise to 8,500. This expansion reflects Saskatchewan’s growing appeal as an immigration destination.

Why Saskatchewan?

  • Lower Cost of Living: Saskatchewan offers a more affordable cost of living compared to other major Canadian cities, making it an attractive choice for new immigrants.
  • Affordable Housing: Housing costs in Saskatchewan are notably lower, providing more accessible homeownership opportunities.
  • Graduate Retention Program: This program refunds up to $20,000 of tuition fees for eligible graduates, including international students, who live and file taxes in Saskatchewan.

How to Apply

For those interested in applying through these new pathways, it’s essential to follow the specific application procedures and meet the eligibility requirements. Potential applicants should:
